ISO 41012: Your Key to Demystifying Facility Service Agreements

The newly published FM standard, ISO 41012:2017 Facility management – Guidance on strategic sourcing and the development of agreements, provides a management model for owners of facilities and their FM organizations to assess, determine, plan and implement the most appropriate model for FM services delivery. The standard includes approaches for both internal FM service provision and external service delivery models. This is becoming — and will continue to be — an increasingly important issue. Consider, for example, the rapid changes occurring in facilities technology and the rise of data-driven management practices, leading to more complex and specialized FM requirements that may require external support. Alternatively, an organization may decide to focus on its core mission and obtain production and operation facilities from an outside provider. From the perspective of users, the standard supports the FM organization/owner in establishing expectations, defining what services will be delivered, development of SLAs, overseeing the management of services and measuring performance.

By utilizing best practices from both a client and an outsource service provider viewpoint, Shouse and Millest will share an interactive presentation/case study which will leave the audience with a different view of the purpose and power of a collaborative FM outsource provider relationship. We will discuss some of the highlights from an in-depth services and operational review conducted over the past year. This will include topics such as Client Communications, Contract Transition Management, and Performance and Account Management. The main objective of our presentation is to better enable the FMer to think about their contracting relationships in a more strategic holistic manner which will improve their overall operations and reduce what can be a very stressful endeavor. This leads us to sharing the importance of getting it right from the beginning and the building of the foundation of the operations, how critical that is even before even looking at innovations. What does innovation really mean to you? How would you define it regarding the services you outsource? Come and share your thoughts. Finally, we will explore how important it is for you to build a truly progressive, equitable and manageable contract from which the FMer can steer the relationship. Our desire is for this session to leave you with ideas and new-found courage to take the necessary steps to start or continue your journey to your own evolution.

They will also highlight some of the findings from the work performed by Oliver Hart & Bengt Holstrom-winners of a Nobel Prize 2016 for their studies of contracts and how to help us deal with conflicting and sometimes self interests. Hart & Holstrom improved our understanding of how and why contracts work & how they can be made to work better. That is the main objective of our presentation; how to enable better RFP creation, proposal review and evaluation and lastly to build a truly fair, equitable and manageable contract from which the FMer can truly govern the relationship. Additionally, we will discuss how performance and outcome based contracts are quickly replacing the older method of prescriptive based contracts. Lastly, we will highlight how contracts exist to shape power relationships sometimes with the necessity of trade-offs. Do you feel educated and empowered to create those type of relationships?
